Services Child and Family Programs Horizon is proud to offer a wide variety of innovative programs to help youth and families achieve positive outcomes. Programs focus on skill development and treatment services of youth in Eastern Iowa who have exhibited emotional or behavioral issues and are referred to Horizons either through the Department of Human Services or the Juvenile Court System.
