Services About Us Since 1983 Horizons Consumer Credit Counseling Service has been serving Eastern Iowa with offices in Cedar Rapids and Iowa City. We are members of and our counselors are certifed by the National Foundation of Credit Counseling. Our Debt Management Program is licensed by the Iowa Division of Banking. We are members of United Way of East Central Iowa we have been approved by the Executive Office of US Trustees to provide pre-filing counseling and pre-discharge education for debtors filing bankruptcy. Approval does not endorse or assure the quality of an Agency's service - Executive Office of the US Trustees. We are a HUD approved Housing Counseling Agency Horizons Consumer Credit Counseling Service is part of Horizons, A Family Service Alliance. Horizons is a non-profit agency whose programs have served the community for nearly 50 years.
